Create a Global University Examination Graduation Board to facilitate access to university education for all

In many developing countries, one of the challenges that young people are facing is access to higher education, especially university education. Part of the effort now is to use elearning and open and distance education programs. Unfortunately, the issue of certification at degree levels are still confined to individual unversities thus compelling learners to be restricted in their utilization of learning opportunities available online. To make learning from diverse sources useful to the learners in terms of certificate, there is the need for a global university graduation examination board that can set guidelines, examinations and certify people who study from diverse sources but can write and pass the examination
